Stalking

In the State of Washington, under RCW 9A.46.110, it is the crime of Stalking for a private citizen to knowingly and without consent install or monitor an electronic tracking device, or causes an electronic tracking device to be installed, placed, or used, to track the location of another person. However, it is also stated in the same statute, it shall be a defense to the crime of Stalking that the defendant is a licensed private investigator acting within the capacity of his or her license.
